Are these bad feet?

OP sorting the diet will help a great deal, and it sounds like you're on top of that :D. I feed my ex-racer sugarbeet (unmolassed), bran, oats and linseed. Minerals are also a help, I'd recommend something like Pro Hoof or Pro Balance +.

Regarding shoes/no shoes, I'd say it really depends on the state of the back of the foot as to how sucessful you'll be if you keep the shoes on. From your description I'd guess that the caudal hoof is likely to be very weak and in need of stimulation. My personal opinion is that the best results will be from removing the shoes and using boots and pads for exercise until the feet are stronger.

Mine too. The other advantage is you will get feedback very quickly as to how changes are affecting the hoof. It isn't always an easy or cheap option though.
 
This is what I'm having to do with my lad and tbh he's not had a days lameness since the shoes came off but he's telling me in his eyes he's not totally comfy/happy but walking/trotting up sound.
