well if you think he is a slow developer then its best to wait untill hes 4, saying that welsh cobs are sturdy and most get broken at the age of 3 then either ridden lighlty or turned away again.
I don't really think you can judge what to do until next year. As a 2 yr old my boy was very immature, as a 3 yr old he's a very naughty boy who was getting very bored and so has just been backed and is being gently hacked out. He won't be turned away either as when he's bored he becomes destructive.
wait and see would be my advice.
My 3yo (IDxTB) is very mature and has been since 2. Shes coped well with the bit of work she has been getting over the summer (bits of groundwork and lunging) and she is now ready to be backed.
just wait and see. I sat on my 3yo in the Spring, did nothing with her all summer and she has just come back in and started lunging. We'll gently back her this autumn. She is quite strong and mature now
One of my other mares was much too immature at 3 so we left her. She will be backed this year at 5, once we have weaned her foal.

I'm in the same boat as you
Am thinking with Merlin, i will back him towards the end of next summer, then turn him away for the winter and bring him back into work when he will be coming up for 4yo (ie spring 2011)
Every horse is different and you can't work by the calendar. I would say 36 months as a minimum - then LOOK at the horse. Does he LOOK grown-up - or gangly. Is he bum high? (If so, wait until he levels up!)
And - TBH - I don't get the 'turn away' bit! If the horse is ready to be backed, then he is ready to carry on - slowly! We back, then hack - 30 minutes or so, 5 times a week, and keep that up for 3-6 months depending on how horse is going. After 3 months, we would normally introduce 20 minutes in the manege - very basic stuff - once or twice a week.
In particular I wouldn't turn away a Welsh Cob (we've had 4 back for re-backing in the last 2 years that were backed by someone else at 3 - then turned away. At 4, they're bigger and stronger - and had decided they LIKED being on holiday!!)
In France they have three year olds competing in dressage. My CB backed as a four year old is still very immature and we are taking him slowly.
He would not do French 3 yr old dressage until he is 5 so misses the boat on the age related competitions. I think pushing young horses along is shocking.
Our equine osteopath (French) agrees it can cause long term damage.
JanetGeorge, i'm glad that i'm not alone with regards not turning away. My 3yr old has been backed and is hacked quietly 3 to 4 times a wk, along with a groundwork session just to further establish the basics from the ground. He will not be turned away...he becomes destructive when bored and needs to be kept occupied!
