I don't really understand why they can't prosecute though...surely there is the potential to injure a rider by doping the horse without the riders knowledge. Isn't there some sort of law along the lines of criminal negligence or similar. I'm not a legal person....can you tell
perhaps they should bring in a rule that say's something along the lines of
'any person caught administering or feeding a horse without the riders (they are the ones that get the ban/fine) permission is liable to be disciplined/charged for their actions'.
You quite often see grooms sharing food and drinks (cans of coke) with horses at shows not because they are knowingly doing something wrong but just do it whilst holding a horse. Perhaps it is about education as well (not in this case). Other than that put something on the stable to say that anyone caught feeding the horse without permission is liable for prosecution.
That does indeed seem such an obvious rule to have that it's amazing it doesn't already exist! In more innocent days, when I was a kid, there was no FEI rule about stable security at shows and my friends and I absolutely loved being able to walk around the stables at HOYS and the RIHS. The only incident I recall hearing about was when some idiot opened doors and horses of an Italian rider escaped. There have of course been cases of racehorses failing dope tests because someone has given them chocolate as a treat. Incidentally Pat Smythe maintained that carrots or apple should be given rather than sugar or mints.
There must be one of their ridiculous rules that can be applied - what about all of the child protection stuff - there are quite a few rules about exploitation etc, aren't there?
