Not at all, Ester. The threat that you have it would often be enough. The knowledge that you have tested it (low hundreds) and found drugs in it would usually stop it ever getting to court. And with a positive blood test, the cost in small claims is really very little money, low hundreds again, if that.

At the very least, everyone should ask permission for a blood test, because a refusal is a sure sign you should walk away.
 
It depends on the dealer, enough know the system that they don't seem to care if it does go to court as they have ensured they have no assets to pay anyone anything anyway. At which point spending any money on testing bloods or raising a small claim is pointless.

I'm also not aware of any that have gone to court on the basis of the initial testing, rather than full identification which is a lot more expensive.

I just think that dependent on circumstances there could be reasons you wouldn't.
