duvet or under-rug?

Which is best for the winter? Obviously a duvet will be thicker so warmer, but I guess it will slip on a clipped pony? So in that way i am thinking a proper under rug? Opinions please??
 
I have a couple of Rambo Duo under-rugs and I have used them under non-horseware rugs. They have always stayed put even with just the back clips attaching them to the outer rug. They are expensive, so I've looked out for them at cut prices.
 
I used to use duvets, I got a material dog collar and cut it in half and sewed it to the front. The duvet would go half way up the neck, never slipped, and was cosy under a stable rug. I stopped doing it when under rugs became widely available, some are only about £30 odd, and are a blue or black which looks better than white with brown patches!
