On the Left hand side of "my ebay" page there is a section with recently won things in it or a link to all your won things. Each of those has a drop down arrow which you can use to find resolve a problem...that is your first step and often encourages slow responders to bother to read their messages.
If you paid via paypal you should be ok to get your money back but it takes a while.
I would send them one last message saying that if you don't hear from them within X amount of days you will contact Ebay, this will usually do the trick!

I contacted e-bay they gave me their phone number via the advanced search page. I get no answer from the phone either. I am going to go to the paypal resolution centre, they can sort it all out (hopefully) So ask e-bay they are really helpful. Good luck.
As a seler I have had 2 incidents of me posting items and them not turning up! It is just as much a pain from the sellers point of view as I feel guilty but unfortunatly there is nothing I can do!
I had this with a cavesson that never arrived, no response from seller. I checked out their feedback (100% doesn't always mean they are a good seller - actually read their feedback, they may have got 100% from being a buyer etc). I contacted Ebay via their phone number and although I was put on hold a lot, they looked into it (I had saved my emails to seller, and said that I didn't want to call the seller directly as judging by her feedback she was going to be pretty aggressive) and Ebay said they would credit me back the total cost of item and P&P and that I wouldn't have to start an official dispute. I was amazed. I left very negative feedback for seller and yes I got some venomous reply from her but she couldn't leave negative feedback for me and I was able to respond to what she did write ("item never received, seller silent, ebay refunded me in full"). Give it a go, it may be that easy!
