Not any more than existing education systems or driving tests...It’s going to discriminate against people with leaning disability and autism. As someone who has a learning disability not everyone is welcoming especially in the horse world. I think it’s will prevent people leaning disability and autism owing a horse.
The fact that the law requires certification for certain things is not usually in and of itself discriminatory against people with autism.
What matters is the way that the necessary training is given, and the way the examination or testing is carried out.
