how do we stop the bad without also punishing the good? an age old question

A horse is not made for falling, travelling at speed, it's not built to fall successfully, they just can't cope,.the shape of them their vulnerable neck, back, legs

I can't see any way around the fatalities, except ending it once and for all

Most ordinary people i speak to have come to hate racing, I'm quite shocked

If you are not horsey the management is hard to evaluate, but deaths from falls are clear cut and in full sight of the public
