Help - What would you do?

Not sure if this is a thread for NL but not quite sure where to put it :/

Anyway, there is a horse down the road from me that has been in this field for atleast 3 years with no apparent care etc.. but have never been close enough to it to see what condition it's in, until today. I know the RSPCA or equivalent have been called to this horse a few times and I now know why. She was standing by the gate today as I was driving past so I had to stop as she had the look of "Please give me attention" on her face :( . I must have spent 2 mins with her and couldn't cope with anymore. She was so friendly but very underweight, mane and tail incredibly long and tangled, some hooves are short but splayed but one of her front hooes really worried me as it was starting to grow/curl upwards and was twisted. I want to take her home but I know I can't which is tearing me up inside. I could stroke her all down her neck, face and ears and she mustn't have been handled in years. She is a thoroughbred btw. I don't know what to do.

I know that the rescue centres haven't taken her when they have been called out before as she has shelter, grass and water (in a huge moorland type field with a wood in the middle and a stream running through it.)

But, what would you do? Or any advice?
 
I'd try either World Horse Welfare or the BHS welfare people. RSPCA = chocolate teapot.
It is hard to get something done when they have grass and water, but surely if those feet carry on they would have reason to act?
 
what a shame. someone must check her tho, maybe you just don't see them. Do you know who owns the field, maybe they could tell you who she belongs to. Is she there on her own?
 
Could you leave a note with your mobile and offer to give her a nice home, maybe the owner is not actually horsey, horses end up in situations like this for all sorts of reasons but there not always intentional, family bereavement or owner falling ill...who knows, maybe they would be willing to listen and consider letting her go to someone like yourself rather than signing her over to say for example the RSPCA becouse people are reporting them, worth a try, sometimes tackling situations like this in a different way can often get results, you've nothing to loose by trying.
