Defra proposes the introduction of a new body to look after animal health policy and its delivery; this will include all horses as well as farm livestock. The reason for a new body is to increase involvement and trust from animal keepers; so they, including horse keepers, will be represented on its management board. As both Europe and the UK have said taxpayers should not bear the full cost of animal disease outbreaks and control, horse keepers, as well as farmers, may be charged a levy to assist Government with surveillance and preparedness for emerging equine diseases. surely all that is going to happen is that all the law abiding citizens will pay, and all the people who already do not pay tax, insurance, dog licences etc etc, and most important of all who have never paid for a passport for their horse/horses will once again ignore, and get away with.....
 
Grrr....don't get me started. I strongly disagree with this on a number of counts but will try and keep it brief.

Recent animal disease outbreaks have occurred as a result of the maladministration of this government and, in particular, Defra. A classic example being the latest Foot and Mouth outbreak which originated in a government-owned site, the knock-on effect being that the lab was unable to work on the vaccine for Blue Tongue thus prolonging that outbreak too.

Why should livestock &amp; horse owners be penalised for the incompetence of Government agencies?

The introduction of a new body will add another layer of bureaucracy and inefficiency into the system and sounds like an excuse to extort money from the taxpayer which is likely to force many farmers &amp; equine trades out of business!
 
i hate the fact that we have to tax horses, they wre here long before cars they are not costing any one but their owners money and the are not giving harmful gas ect......

arrggghhhh so annoying.
 
Totally agree with chestnut fan, its just another way of making us pay for the incompetence of this government. this way they can carry on allowing disease outbreaks to get out of hand and not lose so many votes because of it!!!
 
So it sounds as though the government are lumping horses together with livestock for the purposes of widening their money making net. Horse owners are penalised at every turn - this governments' mismanagement of matters equine and livestock are a disgrace.
 
hmm makes you wonder why the government put horses into the 'agricultural' band from domestic now doesn't it!! as usual yet another tax for them to pay off their mistakes with grrr

Utter rubbish!!! Hard working people have to bear the full cost of the lasyitis epidemic that our country seems to wallow in!

I agree with all of the above but it will happen as the horse world will let it. No body will stand up and do anything about it. The BHS and all other bodies that are supposed to speak on our behalf are gutless, they never get anything done, and what about the minister for the horse another yes man to Mr Brown.
 
Agree Silverbreeze. am sick of the law abiding ones among us having to pay additional or increased taxes/charges when there are still far too many layabouts scrounging all the benefits they can get and WE have to foot the bill for it. I would much prefer the government did something useful and proactive and worked on cracking down on those who dodge car tax, car insurance, commit benefit fraud and those who are just downright lazy and have no intention of working (and breed more of their kind!) than turning round and deciding "hmm, I know a way of making money, let's tax those horseowners, they must have some spare cash surely!"

These proposals get me so angry and as others say I am sick of paying for goverment c*ck ups!!!

To classify horses and farm animals used for food production in the same category does not make sense.
The potential impact on the country if all food production animals were to be wiped out would be quite different than if all horses were wiped out - who makes all this up?
 
yet another way the government and DEFRA are trying to regulate and charge us for a leisure activity - why should we as individual horse owners have to pay for a bunch of european beurocrats to dectate how we look after our 'pets'. it will just lead to the same people not complying and registering as did when the passports came into force. they said it wouldnt mean any costs when they brought them in and 'surprise, surprise' they have found a way to charge us more, we pay VAT on everything we buy surely that is enough of a tax !!!!
 
If horses - which are NOT 'agricultural' but are primarily kept for leisure/pleasure - are to be taxed (again!) then why not dogs, cats, hampsters, budgies, etc. etc.??

IF we are to bear the cost of imported 'exotic' diseases, then the Tripartite agreement that allows horses to come in from Ireland and France without health checks MUST end!!

How on EARTH can we be asked to agree to something that is so ill-thought out. We have NO idea what it's going to cost - if insurance is compulsory, the cost could be 10 times the 'tax'!

The new body may be 'independent' but it will still be staffed by the DEFRA employees who did such a great (not) job of managing FMD!
 
How will this be policed?? Those who have followed passport rules and vaccinate their horse etc will end up paying when those who don't follow rules / vaccinate/ insure etc will get away with it as usual. What about travellers horses? And will all EU countries do this? It always seems to be that only th uK have to follow the EU rules. GGGRRRRRRR!!!!!!

Don't suppose we'll have more bridleways developed or roads users made more aware of horses either

It's not that the UK are the only ones that have to follw the rules; it's that we are the only ones that don't kick off! We all need to take to the streets a little more like the french when we don't like something

Have cake and eat it comes to mind, on one hand a horse is not an agricultural animal and to keep horses on farmland we need to apply for planning permission, and pay crazy levels of business rates, and then ...... horses are agricultural animals and there is another tax.

Defra is a totally inefficient organisation and needs a massive overhaul, there is already non-executive body that they have established responsible for animal health - it is already their remit along with local authorities to manage these risks in the UK.
 
Another tax. Animals also help save taxpayers money as many people are healthier due to keeping animals. They have a much healthier life style and so less resources on the NHS and other goverment departments. Farmers are hit hard as it is.
 
Who are the Horse Keepers who will be representing the main body of horse owners on the DEFRA Board?? Please let it be someone who is not afraid to listen to what the majority want and is NOT afraid to voice it!!!!
It MUST be someone who faces the day to day challenges (including financial worries) that the everyday horse owner endures, not someone who has no idea and actually doesn't care.
I'd like to think that H&amp;H will be passing the results of this survey to DEFRA???
 
I attended a workshop with defra.The message was clear if the gov listens.No more QUANGOS,.The tax can be raised through the single payment scheme no need for new quango /rules /passports.This method would only tax "industry" kept animals not private pets.
The tax is for england only so it is quite possible for different rates cross border.Pheasents are not mentioned but may yet be added so as pheasants choose where they breed you are liable if one breeds on your land even if he later flys of to be shot elsewhere!!.The original directive related to food production legislation and domestic pets are not intended for food production.The whole proposal is flawed as food production is for national benefit not "industries" benefit therfore the tax should be "national" as everybody benefits from local food production.This is just another back door stealth tax that is expensive to collect ,impossible to audit and guess what, we will be the first in Europe to pay, or should i say the only nation to be stupid enough to consider it.The mp,s will be able to claim back for his duck tax kept on his duck island ,i will not be able to claim for my horse.i do not support the tax.
 
this is a licence for insurance for insurance companies to print money, also horse owners in Wales and Scotland will not have to pay the horse tax. Furthermore, who is to police this?and also ensure that the Travelling community pay up????
 
Another quango...another tax to be paid by the few law abiding taxpayers left in this small country why don't we all emigrate!! Maybe then the non tax payers will have to cough up.
