How to cope with allergies?

I have a 10yo Sec A who suffers from severe hives, in the winter and spring. I’ve had the vet several times and she’s been subscribed antihistamines, which usually work but not this spring. I can’t discover what’s causing it but I’m about to change her bedding, yet again! She’s usually hard some kind of plant based bedding but I thought I’d try cardboard. Can anyone recommend one that is dust free and unpalatable?

Have they tested her to see what she is allergic to? Mine had a blood test and from that they made up something specific to her allergies that I inject her with every month. It doesn't stop it but does keep it under control.
