I'm not arguing but you throw up an interesting point, unless both animals are health tested and the lines are known, breeding a cross deliberately to 'improve an element' is useless.
The only way to remove an underirable element and ensure it is removed utterly and responsibly is to stop the line dead.

Despite my big lad being KC registered, I would not dream of breeding from him as I believe he could easily produce quite mental puppies! It's a crying shame, but despite his good looks, he is hard work sometimes and there are health issues, same as his brother. It's so heart breaking when you think you've done your research and sourced a good litter.
I doubt as many owners are as ethical as us, though, hence the poor dogs that end up in rescues or who end up with owners who then mistreat them through lack of knowledge or patience.
I'm sure if studies were carried out officially, we'd see a higher incidence of undesirable than desirable in respect to crossing two pedigree breeds to create a 'designer' dog. Case in point are all the doodles who inherit the lab's coat and shed like crazy.
