There will always be far more people who want to work 'with horses' than there are jobs, therefore the jobs are highly sought after and can get away with low rates of pay. Most people work with horses for the sheer love of it, not because they are out to make money.
On the subject of imported goods, these goods (be they manufactured or farmed) are vital to the economy of developing countries, and part of the reason we are being encouraged to eat local food is not because of environmental issues, but because western governments are terrified of helping bolster any developing economies.
