Are you going to see him before? If so take a stick/ have an idea of where 13hh is on you- a lot of people are a bit optimistic as to the height of the horses they're selling! But 13/13.2 should be plenty big enough :)
He’s only a yearling though so really whatever he is now won’t guarantee an adult height.
I see so many 3/4 yr olds for sale as didn’t make the height

I wouldn't trust a DD measurement so if it's already a bit questionable I'd want a pic with a stick on him at a minimum, viewing preferable!
Yes agree, this is my problem but as above, st a year old there are no guarantees are there? What would he need to be at 12 mth to make 13.2 minimum?
If it were a quibble between 14-15 I’d be there

iirc didnt they have a few for sale, I think I vaguely remember as they're pretty local to me.
What this person? I don’t know? I’d be very interested to know if they did.
I’ve been looking as her business site and such like. Not seen any previous adverts

Like most posters here I've not bought a pony for what seems a very good reason at the time and wondered what happened to them ever since. You can have a lot of fun watching a youngster develop and there are always decent pony club homes you could loan to if you decided he wasn't big enough but wanted to keep control.

I wouldn't know what would be too small at that age, but for an example, my youngster is about 14hh (maybe 14.1 now) as a 5 year old, she was 13.3 when I bought her at two, so I would be careful about assuming he'll put on more than an inch or two. He might well grow a lot, but it isn't something you can rely on- if he's 12.3/13hh now, that sounds perfect, but if he's smaller he may well not make the height you want- but also might be worth a punt anyway, if you like the look of him otherwise!

Wanting a total change from my 17hh2 warmblood, I got a 14hh2 cob. He eventually made almost 15hh2, but while he was growing, I felt like a giant on him. I'm 5ft81\2 and I never got over the feeling.

Barney is gorgeous and young enough to let grow and see how he goes, but Beau didn't hit 15hh2 for years-I bought him at 5.

I bought a 3 year old rather scraggy looking Suffolk punch cross, he was just about 14.3 on the stick. As a 7 year old he was a big chunky 16,1. Never underestimate the growth potential of these heavy types, a lot of them continuing growing well into their 7th year, and some decent schooling and top line always adds a couple of inches.

How big is he now? I would be very tempted, just my sort back in the day.☺️
