Yes agree, this is my problem but as above, st a year old there are no guarantees are there? What would he need to be at 12 mth to make 13.2 minimum?
If it were a quibble between 14-15 I’d be there
Do the string test; it's always accurate - fetlock to elbow then up straight over withers. My new one is a DD buy too.
Sorry just read rest of thread but seen so many on DD that are sold the next day you look while making your mind up to even enquire!

If it's any consolation I once fell head over heels for a weanling for sale online. He was about 300 miles away so I didn't see him in the flesh and because I didn't have the cash or the space I had to pass on him. By sheer coincidence I heard the person that bought him lived reasonably locally and about 6 years later heard his name announced when I was at a show. Of course I had to go and see how he had matured. He was nice enough but I didn't feel anything like I did about him from those weanling photos. It was a real lesson to me that actually until I'd met a horse in the flesh I couldn't tell for certain!
