If the '84 Public Order act hadn't removed council's duty to provide sites for Roma and Travellers they wouldn't be forced to camp on other peoples land. They often camp on land they own themselves, as in Meriden, which was reported quite widely. Lots also pay taxes, live in the same place all year round and work for a living. Legal encampments have to pay council tax.
Some Travellers are 'scum.' Some are not, just as every other ethnic group has good and bad. It is not OK to lump them altogether and make sweeping generalisations. That a well bred although poorly put together horse is imported by Travellers is irrelevant, and it is offensive to make a big thing of it.
