Livery rent AND a security/deposit ... is this normal ?

Couldn’t agree more! I would welcome licensing of livery yards so that the legitimate ones like mine, could charge what it’s actually worth, as opposed to having to compete with yards operating under the radar!?
 
I had to pay a deposit at my previous yard. I took photo's of everything before I moved and when I left to ensure I'd get my full deposit back when I left.
 
I’m on full livery and it’s quite normal now but more so to ensure notice is given to leave as you could use your deposit as payment for your last months livery bill at a previous yard, was written into the contract as such. It does though make it quite expensive to move anywhere now as currently I pay at the end of each month but when I looked at a new yard you paid at the start of every month and needed a 1 month deposit (noted that is more normal) but to move I’d have had to pay my months livery at current yard and then first months livery and deposit at new yard, so 3x Liveries in one hit made it too expensive to move. It’s the same as people moving rented accommodation you need to save the deposit before you can move.

Oh absolutely. I'm not disputing for a second that there are nightmare liveries who end up costing YO's a fortune too, I can totally appreciate it.

It's frustrating and costly for both parties who can end up suffering emotionally and financially because of a bad egg - be that livery or yard owner.
 
The places where I've had it, it's been about people not paying bills and not against damage and no checks on the stable when people left.

IME when people do start to get behind with the bills it can drag on. By the time the yard have chased up, listened to explanations and given people time to pay a few weeks have gone by. If they decide to give notice, that's another month, so a month in advance and a deposit will soon be used up and the livery may even owe even more by the time they go. Plus people who just go it covers the notice period. It's almost worth if the livery is a nice person struggling with finances and the yard will be more likely to give chances and a bit more time to pay before eventually coming to the conclusion it can't go on.

Everywhere I've been has let me use my deposit against my last month so last month livery at old yard goes for new yard deposit and in one case when I left a bit before they month's notice was up, they managed to rent the stable immediately so gave me the week back.

It is tough though on full livery having to find that money upfront especially for more than one horse.

Best yard I’ve been on (Current) has the least interaction (interference) with the owner/ manager. I don’t think licensing would get rid of crap YO you’ve only got to look at any other licensing systems e.g. riding schools to realise it’s a complete waste of time and money. Would need to carry out a psychological examination of each YO to prevent bad ones but even that probably wouldn’t work.
