Lorry Licences from Abroad - ROG??

I have a dutch friend who has a dutch licence that allows him to drive anything other than an articulated lorry in Holland. Do you know if this licence can be used in other countries, especially the UK (as well as Spain/France) and if so what class would he come under?

Not sure if that really makes sense but hopefully you will get the general gist of it! I tried googling but it all looks like gobbledygook to me!

I have a Belgian license which allows me to drive anything bar an HGV including 7.5t and motorbikes so I would say yes. His license should have pictures on it of what he can drive with an explanation of weights/size etc.
