On talking to various friends over the years the biggest bugbear I have heard from them is lack of bedding

This must be quite common and will probably get worse with prices flying up. A friend of mine had her horse on full livery on a comp yard years ago, went to ride her horse and found him on very little bedding so helped herself to a bale of shavings thinking she's paid for it - she got one hell of a bollocking from the YO! Yes, she moved. Other things I've seen are livery's tack used on YO's horses and heard of a YO who hired out a livery's trailer when she knew they wouldn't be around.
