By far the majority of horses aren't chipped over here, as it isn't complusory (passports - pah! missed opportunity) and scanning is patchy to say the least. A policeman told me that a well known regular market has a scanner which hasn't been out of its box in 9 years - they are worried that the sellers will go and do deals outside the sale yard if they start picking up on stolen horses. Freezebrand is preferred by the police as it is immediately visible.
