This is your problem - a beautiful country to live in but one where horsemeat has a ready and comparatively ( with U.K.) high cost market. My advice to you would be to find out what the meat value is and then never advertise a price lower - that should ensure your pets will continue being just that.
I live in Italy and I am a member of the Breeders Ass. here, they offer an insurance to all members at 10 for the yearly subscription and 2.50 per horse to insure. They will cover all costs of the collection and cremation of the animal. This covers cows, horses and donkeys.
It is about the only good thing in this country as far as animals are concerned.
