Pony saddlepad on a horse?

Depends on the shock of your saddle. I can’t imagine a horse that size being in a 16/16.5” seat.
 
Pads don't "fit", they just lay over the horse and work or don't. They're really not recommended for adult riders though some get away with them. They must fit the rider most importantly, I can't see why a small pad wouldn't be okay on a large horse but I'm wondering why....?

And yes, it's 100% about the saddle, must be big enough for the saddle not to sit on binding, which will depend on the cut and the front as well as the size, with a smaller horse sometimes you'd worry about it swamping them, or rubbing on the group if too long (and especially if the horse curves up behind the saddle) but otherwise, no worries.
