This was basically the decision I felt I was facing with my horse when no vet could find anything wrong with him. I also felt selling him on wasnt right as obviously something was up but I didn't know what. I just kept being told to sell him to get rid of the problem, but then what happens to him? Passed around forever because no one wants to deal with him.
He would sometimes have big issues with being ridden (he never bolted and bronced though, he more just threatened to throw the rider through rearing or bucking). But we finally found a problem so thankfully dont have to make that decision.
Besides I think yours is possibly like to be a brain tumour maybe, as it sounds similar to others on here who have found the same issues with their horses. You're doing the right thing, however hard it is.
