Query about TB passports

I have a query about the 'country' part of a TB passport. My lad is registered with Wetherby's and has an Irish (Ire) suffix. However, I know that he spent much of his young life in Brazil but don't know if he was actually bred there.

Does anyone know what the rules are in relation to this? Is it related to the sire (his dad was Mark of Esteem who has the Ire suffix)? Is it where the mare was covered? Is it where the foal was born?

You also don't need to put the (IRE) bit after your horses name when competing. It's kind of irrelevent outwith racing - plus it bugs the hell out of me :D
