Sadly, I think that only the RSPCA can prosecute - if I am wrong no doubt I will be corrected.

Time for a change?

Actually Rollin I think anyone can bring a private prosecution - it's just a case of having the money whcih is why they tend to be brought by instituions rather than individuals.

yes you are correct the bhs, whw all have the ability to prosecute if they wanted to but because alot of money is needed to bring a prosecution it is put onto the rspca. Who used to be wealthy but of recent with the current economic climate they are struggling like all.

yes, quite correct. Hopefully those very thin horses will now improve and get some quality of life. Poor things.
