Totally agree with sending photos to the local paper. This will also help to warn others before another attack happens (this one was serious enough - hope your friend isn't in too much pain). They will probably just move the stallion elsewhere, but hopefully it will be somewhere from which he will not pose a danger to anyone else.
My horse & I were attacked by a dog out hacking (we ended up in a ditch), where the owner was present (he let go of the dog as we walked past). He showed no regard to us only said 'you've scared my dog' when my friend who was riding at me rode at the german shephard & scared it off. He ran off then calling the dogs name. We made up posters with his description, the dogs, the dogs name & posted copies all over the woods & in local shops to warn other riders. I was an adult on a 15.1hh horse, if he had gone for a child on a pony it could have been so much worse. There was nothing we could do legally about him (not like he gave us his name & address), so we tried to make it so he didn't want to walk his dog there in case he was recognised.
