Do you mean it's chestnut and white but mane and forelock are black? In that case, yes, it's a tri-colour

mane and tail always count, so if it has 3 colours, it doesn't matter where they are

in accurate terms, it's a bay tobiano, to distinguish it from a chestnut tobiano which has no black.

My friend has a tri coloured horse but when she applied for his passport she was told there was no such colour as a tri coloured and he is down as a skewbald.

Definitely bay skewbald - I've had 2!
Tri coloured is only if they have 3 coat colours - don't think I've ever actually seen one nor can I imagine hopw it would come about.
She looks lovely

Mane and tail colours don't count with the American Paint Horse Association (APHA) either.

I have 2 APHA's, both have black in their manes and tails, but this does not count.

One is a bay roan tobiano (he has half a black mane and has black on his legs)

Skewbald IS tricoloured. Anything other than black and white is skewbald. SO she is tricoloured, but would be passported as skewbald. Mine is the same as Calli, but has black points, so TECHNICALLY has 3 different colours on his coat....
