really is very stupid especiallly the danger aspect riding on the roads as you've described but as for the rest, why does it concern you so much what this livery does?
there are twits on every yard its best to just let them get on with it or it will drive you mad

TBH, stupid as this is, it is not your business.
If any-one can/should intervene it is the YO. Does s/he really want this type of behaviour associated with the yard? Things like this will put potential customers off.
The 'trainer' may not actually be teaching Parelli in the sense that Parelli teaches people to work with horses. She may be simply trying to educate the horse using her current understanding of PNH.
Reporting her to Parelli will serve no purpose. They are not a police force. Perhaps we have discovered another downside to PNH...you have to seek permission before you can help a friend.

The last time I looked it wasn't necessary to undergo an initiation ceremony before purchasing Parelli paraphernalia. So there's nothing to suggest that this person is trading under the Parelli auspices. I have a Mark Todd saddle cloth, it doesn't mean we're engaged (more's the pity).
The thing is you seem pretty convinced that the trainer doesn't know their stuff. This implies that you do. So why don't you all stop waiting for "an accident", share your knowledge and spread a little happiness (then you could stop stalking her)
