And have you checked his ears for plaques? If he has little white spots in his ears they can be very painful and most horses don't like them touched. If he's got them, they're viral, you can't cure them with anything so don't go putting lotions and potions on them, that's just likely to make him headshy.

The worst cases have to have their bridle undone to get on and would never tolerate anything put on their ears.
.

thanks for your reply
He is absolutely fine with me playing with his ears, I often stand rubbing them while he is eating as I though he may have ear problems. and as for the fly mask. This was the summer so no longer using it.

Might be worth checking his poll area I had a mare that was really head shy and she had poll sensitivity probably due to an injury or being ridden harshly as a young horse, my physio actually brought it to light and gave me some stretches and showed me how to massage the area.

It took time but she did get better and once I realised she couldn't take any poll pressure and I was aware of it she was so much better I also used a prolite poll guard on her bridle and she was ridden in a very mild happy mouth bit.

What is your bridle and bit? At what point exactly is your horse throwing his head up? How have you then got the bridle on?

The sticking/napping is an entirely separate issue.
