To be honest, its 'fashionable' at the moment for horses to have short tails, although possibly not as short as yours by the sound of things!
I wouldnt worry tails seem to grow back at a very fast rate, by the time its grown a bit in the next month, it will be at perfect length, im sure.
Who was this person who hacked the tail? does she even have the right to? Fair enough, if it was someone who's loaning her. But for some randomer to hack at your horse, that is out of order. I would have a good long chat with her!!
By the way, does she not know when you cut a tail your supposed to put your arm under it? Just so that when the horse is working and carrying their tail, it is at a acceptable length, by the sounds of things, obviously not.
