See the way I see it yard A is inadvertently restricted- coming in at 2pm means if you add up all the stables hours in a year it would actually be fairly similar to having 24/7 turnout in summer and two months on 3 day a week turnout?
Overall, perhaps, but I still prefer the thought of my horses being out for a period of time each day, rather than shut inside for four full days each week. From their point of view, they've got out and had a leg stretch at Yard A, whereas I doubt the horses at Yard B sit and total up their overall hours out when they're stuck in for a day at a time. However, I completely acknowledge that this is my personal preference, and that other factors will take precedence for other people. At the end of the day, the right choice is whichever of the two works better for the OP.
