Can you not get a large water trug thingy, fill it up with water daily for the horse......
In all honesty, I'd get someone to take your Dad out for the day, ring for the knackerman and get the job done then when he comes back tell him the horse had a heart attack/collapsed/broke a leg in the stable or something and it had to be done immediately. I say use a knackerman as they will take away the body immediately so no body for him to inspect if left there.
Before you all jump on me, this 'neglect' has been going on for a long while which means at his age, the horse is at rock bottom and will never improve unless he consistently has the best of care which we know will not happen even with the best will in the world from FM and it can't be left to her father who will do nothing for him; even then it will take all the year and more to get back into good nic, that's even supposing his system hasn't given up already as old horses are the very worst to improve condition on even when in the best of health.
Poor old man, I feel so sorry for him; 12 years being kept like that is horrendous and he's better off out of it.

OP for the Horse to be in that state means the poor thing has been suffering for a very long time!!! Which you have sat by and done nothing until now. I am sorry to hear of your fathers illness. But that is no excuse. This call shouldv'e been made a very long time ago. I am quite disgusted that you have only just got round to doing it. Poor Horse![]()
Call rhe WHW. You're father is also ill of I remember, so unless you take over the horses care that's your only option.
I'm sorry but still is no excuse when a living breathing animal is left suffering for this long to get into the state that he is currently in. I know for certain I would not have been able to sit by and let this happen, because I dont want too fall out with someone. In my eyes the OP is just as guilty for allowing it to continue. But what matters now is that the OP has finally done right by the Horse and hopefully he will get the help he needs!
