It's not quite that unregistered horses can't compete in France.
They have to take a test to show their ability. For ponies, the test is held yearly at the pony nationals. If the pony passes the test, it can then partake in any competition for the rest of its life. Before that, they can only go RC (and not amateur nor professional which are the 2 categories above RC).
Any foal can be registered, even if the sire is unknown, as long as the vet comes to do the passporting before weaning and before the age of 1. Only horses that are older than 1 when first passported are deemed unregistered (ONC).
