Besides the part about being involved in cockfighting (I presume that removing the wattles on x number of his cockerels, also have something to do with the cockfighting), I think it sounds like yet another animal hoarder who ends up wanting to have more exotic animals (= wild bird kept in captivity without permission), and having more animals than they can take proper care of, which in turn, as I understand it, partly led to him being convicted of animal cruelty.
Adding that he was convicted of possessing three shotguns and ammunition without a licence, by the same court last year, doesn't exactly improve my impression of the situation.
About the cockfighting, I feel that people who likes that, should take up Mixed martial arts themselves and leave the cockerels at home, and people simply shouldn't have more animals than they can take proper care of, however, I didn't see anything about that he's actually been proven to be bad at his job as a farrier, so I'm not sure if I think that it is correct to make him (what I presume) permanently banned by the Farriers Registration Council.
Only because he's proven that he takes on more birds and ferrets than he can handle in private, have bad taste when it comes to hobbies etc., I'm not sure how that correlates, to that he no longer should be allowed to go near horses hooves as a registered farrier.

Sadly, if he is an animal hoarder, regardless of what the sentence said, he will probably try to get new birds...

He doesn't sound like an animal hoarder to me.
'Professional' cockfighters (for want of a better word) do not have any regard to animal welfare, they do not 'hoard' animals through mental illness. They keep and breed numerous cockerels and train them up for fighting. The standard of general care these cockerels (and hens) get are not at the forefront of these peoples' minds provided they get a decent fighting cockerel who will do the job.
Cockfighting, as dog fighting, is usually linked to serious underworld crime, and is not remotely on the same level as a person who suffers a mental illness and cannot control their hoarding tendencies. It is calculated, carefully and very closely controlled, and the people involved in such circles are quite often serious criminals.
Yes the wattles are removed for the purpose of fighting. This is mutilation, and causes terrible suffering. Again, this is not a case of someone who merely 'cannot look after the amount of animals he has because he has acquired too many'. This is intentional, calculated cruelty inflicted for a person's own gain in a vile and barbaric blood sport.
I most certainly wouldn't let him near my horse's feet that's for sure.
ETA - 'bad taste in hobbies'??!!!! Seriously?!! The guy didn't play dominoes or collect stamps for crying out loud - he was involved in cockfighting!

Although I find cock fighting disgusting and really dont agree with it. I have to comment that shoeing my lady for nearly 10 years he was a very very good farrier and never laid a hand on her or any of the other horses. He used to shoe most of the oldies because he was so patient and gentle with them. My lady used to fall asleep on his back when she was being shod and another ladies horse who was scared of men loved having his feet done by him, especially in summer when he could snooze.
I know this because shes never been left unattended with any farrier as she has a talent of either pulling away when tied up or untying herself and wandering off so its safer for her to be held in hand.
