I know showing people how use bin bags to make the horses sweat they lunge them in them. Poor things. They lay them under rugs.

It heats the neck to show the muscle better. Not unlike one of those body builder show persons working out in a suit vs shorts and tshirt. It doesn’t have to be a fat horse, it can be used on any horse. It’s not something I ever used myself but it’s prevalent in my breeds showing circles in America.
