What would you offer for this pony?

Welsh A's are generally pretty, by prime age im assuming you mean desirable age around 10 (?) so not a baby or an OAP and depending on her colour, this may add value aswell. The pony is backed but fast, sharp and can jump, but will also go on a lead rein even if they arent overly pleased, which sounds like the pony has a generally nice temperament?

Traffic shy isnt great, but again it depends on what the pony does/how it would react and if its nice enough to show, maybe not relevant anyway. Sweet itch would devalue (im my opinion) but this isnt that uncommon in kids ponies and people do still buy ponies with it. Being uncatchable can be improved and being bullied in a field is not unusual but will be different depend on what yard/field/horse set-up the new owner has.

If the pony has a generally nice temperament, I dont think around £800 for a backed, sound (assuming sound) pony around 12.2hh is that bad, but it does depend on the area the pony is in and the horse market at the time. Id go in low and see what the owner says.

I'd say her price should be next to nothing, but if your son really wants her and you like her too then I'd pay the absolute minimum they will accept. Find out what meat money is and offer that while pointing out they at least won't have the costs of keeping her.
 
£200 as a good will gesture so the owners know you value her and don't just want a free pony. Go up to a maximum of £600 if pushed if you really want her for your son. At the end of the day non of it is a lot of money, two or three meals out or time at a fun fair. If you want the pony buy it and enjoy owning her.
 
I wouldn’t pay anything for the pony but I hope the owner realises what a fantastic opportunity you and your son has to offer the pony so will sell her for whatever you want to pay.
