Welsh A's are generally pretty, by prime age im assuming you mean desirable age around 10 (?) so not a baby or an OAP and depending on her colour, this may add value aswell. The pony is backed but fast, sharp and can jump, but will also go on a lead rein even if they arent overly pleased, which sounds like the pony has a generally nice temperament?
Traffic shy isnt great, but again it depends on what the pony does/how it would react and if its nice enough to show, maybe not relevant anyway. Sweet itch would devalue (im my opinion) but this isnt that uncommon in kids ponies and people do still buy ponies with it. Being uncatchable can be improved and being bullied in a field is not unusual but will be different depend on what yard/field/horse set-up the new owner has.
If the pony has a generally nice temperament, I dont think around £800 for a backed, sound (assuming sound) pony around 12.2hh is that bad, but it does depend on the area the pony is in and the horse market at the time. Id go in low and see what the owner says.
