I can sympathise with both sides here - in one respect the dogs should have been under complete control and if that means being on a lead then so be it. On the other the driver had obviously seen the animal so should have reacted accordingly as you would for a deer or fox that ran out. On the subject of having horses under control on the road - I reckon they are so unpredictable that you can never really know whether they'll have an "episode" completely out of the blue or not. So are we all supposed to just stay within the bounds of our property just for those "what if" moments?
