YO's if a horse was ill and they were due to leave WWYD?

I agree that travelling the horse in these circumstances is not a disaster, in fact I should think the owner is pleased to have had the horse moved to somewhere she had faith in.
 
Personally I wouldn't call that responsible whatsoever - with a horse that has rotated pedal bones. Particularly since the vet had shown concern that the horse should not be travelled and given instruction for it to be cared for where it was..

But what choice did the owner have? According to OP the YO refused to follow owner and vet guidelines on how it should be looked after, so the only sensible course of action was to move the horse. (Of course with the limited information I have assumed there was no alternative, especially as the owner had (was) given notice.

It's a bit of a non discussion only. But I'm sure when they can be bothered the OP will deign to enter into the discussion fully......
