However I have had some involvement with mounted police who state catergorically that a horse MUST go forwards at all times into any situation.

Then you would know how much training goes into spook training them. When was the last time you asked your horse to walk up steps or go through a line of people waving flags, & making a much noise as possible. Each horse/situation is different, but if you know your horse then you will know if it is safer to lead then stay on board. For some people it is like they feel they are loosing face, but if your horse is causing a hazard say on the road then it may be safer to get off & walk pass the problem. The reason a horse takes confidence from a handler is because that is where you spend most of your time, at the horses head, leading it. If your horse is ill manered then you will already know whether you are safer on board or leading it. Or you could do what my daughter did one time get your mobile out & start playing games until the horse realised it was easier to go forwards. She had the sense to know her horse & knew she was just getting more wound up the more she insisted she go forward. They had been over the brook countless times, but the mare had seen something & was not playing the game. By taking the pressure off the situation calmed down & after a while she went forward. As I said in another post I would never get off my sisters horse because she is a bad mannered baggage & if she panics there is no way you would hold her. So like every situtation in life you do what works for you.
