Has the owner been identified? I would imagine that it would be easy enough to identify the owner of the land, who should be able to give the name of the person to whom the land was rented or to whom grazing rights had been given.

Er, not quite. Even if the garden is visible from a public right of way there is still reasonable expectation of privacy. And there is a big difference between the act of recording a still or moving image and the act of distributing that image with the intent to intimidate or harass.

Why not? If you have the spare wheel, the jack and wheelbrace why would you not change the wheel in fifteen minutes, rather than wait six hours for your breakdown service to come out to you?
