Personally I wouldn't worry about it. My old gelding developed two boney swelling above his eyes overnight and when the vet came he said much the same as yours. They were there for about 2 years and then seemed to disappear.....never caused any problems, just unsightly.
Didn't the other poster show pics of shoulder wound treated with Manuka? I wouldn't think it'd kill him if he licked it but prob check with vet. It is incredibly sticky & will prob collect half your bedding up with it but if it works, who cares?
