This theory is like saiyng that if humans never did anything with their hair we'd eventually go bald.
It's like saying that if every man in a long line of men had their arms cut off at birth, eventually their kids would be born without arms. There's no mechanism for it work.

If you bred horses to have smaller/really bad hooves by breeding from horses with bad feet then yeah, probably eventually you could get to having no hooves. But that's nothing like what Lamarckianism says.
