Ah, there was a famous incident a few years ago at the local A&E. A man had driven 25 miles from his home town (where there is an A&E) because he was stuck in a padlock. Extraction involved docs , nurses the fire brigade and a locksmith. It made the front page of the local paper.

Depending on how many Shetlands that lives locally, the description: 3 loose horses with the Shetland as ring leader, maybe doesn't limit the number of possible suspects that much.
