From my experience over several options to reroute they indeed are activist who only wish to dictate so much so on two occasions they actually went so far with the reroute and then insisted that they had both the new and the old.

I have to agree they were very difficult in the things I was involved with ,having their cake and eating it sprang to mind .
We did get the routes moved in the end .

It is perfectly legal and acceptable to graze animals in a field with a public right of way, as long as the animal is not a known danger - I'm sure someone will have already given the example of dairy breed bulls. It is sensible to fence footpaths off, but not always feasible, especially if in the middle of a field.

I'm very sorry to hear about Fudge, what a tragic accident to happen.

All the farmland around my childhood home was criss-crossed with footpaths and I'm a regular user of the ones in my current area. In all those years I have never used one that was fenced in any way shape or form to keep people away from livestock, or crops for that matter.
As for horses making unexpected attacks on dogs, where I kept my old girl in her retirement, they got a new rottie puppy. One day it was out tootling about around our ankles while I was showing their little girl how to groom her pony, when he leaned down and bit that poor puppy really hard. No warning at all and of course the puppy didn't see it coming either and you should have heard the squeaking and crying as a result. The pony was only 11 hands, a teenager and very gentle and tolerant - but he clearly hated that puppy for whatever reason, so we always kept them separate from then on.
