Well, I don't think you can have the horse pts without the owners permission - unless of course some medical emergency has arrisen (broken leg, inoperable colic etc.) And of course the passport should be in your possession (but that's a whole other issue).
You're p*ss*d off, understandably. But unfortunately you have a responsibility to ensure its welfare. And no amount of moaning will make that dissapear.

So a horse has been 'dumped' on someone. You say they have a responsibility to care for it but can't get it PTS. So they have to pay to keep someone else's horse until it dies of natural causes? Doesn't seem fair to them or the horse to me.
