At 17, it seems to me you should be a little more flexible - I'm 22 and have been driving for 3 years and lucky enough to have had cars.
However, before I passed my test, I would rely on buses and walking - it was a mile and a half walk to the bus stop, bus to 2 miles away from the yard and I would do that journey twice (there and back) although someone would feed at night. I would get up at half 6 to get to the yard at half 8! My parents would give me lifts if I had my mums horses to do too.
As someone suggested, sit down with your stepdad and ASK him, what would be the easiest times, this might make him a bit more compliant with how the lifts are working.
Another idea is finding a cheap bike from somewhere.
I do understand how frustrating it must be - occasionally my parents would ring and tell me they were coming to pick me up (when I used to go to the yard after college) and I HAD to be ready at a certain time, regardless of what I had left to do!
