The problem is just too big imo. Expecting charities to enforce the law is just expecting too much. The problem is that instead of being honest about their limitations, the RSPCA like us to believe that they are the police force for animals (even down to their uniform). They ought to be putting pressure on our councils and police and ultimately the government to do their jobs properly and allocate enough resources for that, but they don't because it might mean less donations for them.It's always the same stories over and over - the RSPCA are of course lacking but all the other horse charities who are our voice know this too and say nothing. One of the charities did a survey earlier in the year about what to take to Government and horse owners were Most Concerned about lack of enforcement of the Animal Welfare Act - has this appeared anywhere ? No. Delighted to be proved wrong.
