I agree, the arenas I use are sand & rubber surfaces. It's a good idea when it's first laid to get it harrowed in as much as possible so the two bind together. In the winter if you keep it levelled although the sand may freeze the rubber keeps it's spring & I've NEVER not been able to use it...

A friend of mine had this problem with his horse & found the cheapest remedy was from the Pet Shop. A wash they sell for dogs. He uses it every year now as soon as the mites start & it solves it for him.

Have you tried riding with a loose fitting cavesson noseband? Some horses don't like the feeling of being trapped by a tight noseband & you need to do up the cavesson part of a flash quite firmly to stop the flash strap pulling it down.
