By law you have to keep Canines leaded when in public..... Even if you think you're dog is wonderful and obediant, it's law... I wouldn't say the person doesn't deserve them.. As I just like you do not know that person AT ALL.. But I would say they certainly need training, and to be made aware...

Seperating them for a temporary time (Only when not supervised) does not defeat the object... It gives them a "time out" and space they can still smell one another but not get to one another, This of course should only be temporary while you train them in the correct behaviour manner to one...

To a point there is a need to "shut the puppy away" think about it... You have taken this dog from it's family and put it into new territory... It recongises no scents.... Give it one room at a time... Open that room up let it wander into two rooms, then three then four and let it gradually...

I have found an animal that is raised with another animal shall live and bond with one another.. As a kid my rats and family cats got on (I am not suggesting anyone to try this however!! lol) Also a famous example of it that I am sure your aware of, would be the tiger that is raising piglets...
